PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is the Airport's Vehicle Security Access Gates Replacement project. This project will be 90% funded with an Airport Improvement Program (AIP) grant from the Federal Aviation Administration (FAA). This project includes the removal and replacement of ten, 20-year-old vehicle security access gates, the installation of new Closed Circuit Television Cameras (CCTV) at each gate, and a software upgrade to the Airport's Security Access Control System program. The existing gates were originally installed in 1993 and are well beyond their expected service life. The existing version of the Security Access Control program software, which monitors the vehicle gates, can only interface with work station PCs operating on the Windows XP platform, which Microsoft is no longer supporting. Since the City is upgrading all PCs to the Windows 7 operating system, an upgrade to the Security Access Control software is needed so that the Airport's Police personnel will be able to monitor the system. The installation of new CCTV cameras at each gate will enhance the Airport's overall security capabilities at each vehicle gate.

ALTERNATIVES ANALYZED
The City Council may:
- Approve the award for the Vehicle Security Access Gate Replacement Project; or
- Decline the bid award, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $599,668. This project is funded 90% with the AIP entitlement grant and with10% local match funds. The FAA's portion will be $539,701.20 and the City's match will be $59,966.80. The project is included in the current budget, and local match funds are budgeted and available in the Airport's Capital account.
RECOMMENDATION
Staff recommends that the City Council approve the award of this project to the low bidder, Yellowstone Electric, for the amount of $599,668.
