PROBLEM/ISSUE STATEMENT
Bids were received by the Distribution and Collection Division of the Public Works Department on September 29, 2015, to purchase a 2016, 56,000# GVW 8-yard dump truck. The Distribution and Collection Division's FY 2016 Budget includes funds for the replacement. Unit 7982 is scheduled for replacement in the Equipment Replacement Plan (ERP). Unit 7982 will be traded, so the trade-in value is reflected in the net price submitted by the bidders. The City received five bids and Tri-State was the low bidder.
ALTERNATIVES ANALYZED
The Council may:
- Approve purchasing the 2016 8-yard dump truck from Tri-State.
- Disapprove the purchase and reject all bids. If the new truck is not purchased, the Public Works Department will be required to continue using the existing unit that is at or near the end of its useful life. Maintenance costs will increase and reliability will decrease.
FINANCIAL IMPACT
The bid was advertised on September 17 & 24, 2015. There is sufficient funding in the FY 2016 budget to cover the award. Five bids were received on September 29, 2015. The Tri-State's bid of $103,194.80 does not meet bid specifications. The bids are as follows:

RECOMMENDATION
Staff recommends that Council award the contract for a model 2016, 56,000# GVW 8-yard dump truck to Tri-State, in the amount of $110,050.16. This includes the new truck, trading in the old truck, and the five-year warranty on the transmission and engine.
