PROBLEM/ISSUE STATEMENT
The City Council will consider awarding a professional engineering services contract to DOWL HKM in the amount of $289,800.00 for design, bidding and construction administration services on Phase 2 of the South Billings Urban Renewal District (SBURD) Sewer projects. The Schedule 2 project includes approximately 3,500 linear feet of new sanitary sewer mains in an area bounded by Hallowell Lane, Roosevelt Avenue, Jackson Street, and Morgan Avenue.
As much as 7,500 linear feet of needed sanitary sewer main improvements have been identified in the SBURD. These projects will construct new sanitary sewer mains in areas currently without City sanitary sewer service. Phase 1, with a little over 4,000 lineal feet, was completed in 2014. The current project would construct the remaining sewer mains and service connections to each property line. A separate SID can be created to allow homeowners to spread System Development Fees (SDFs) over time. Additional cost to homeowners, not included in the current project or a future SID, is the service line construction from property line to the home.
DOWL was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were Sanderson Stewart, Morrison-Maierle, Inc, and Great West.

ALTERNATIVES ANALYZED
The Council may:
- Award the engineering contract to DOWL; or
- Do not award the engineering contract to DOWL. If the project is not constructed, TIF District funds targeted for sanitary sewer collection system improvements will not be utilized for that purpose.
FINANCIAL IMPACT
Funding for this SBURD sanitary sewer construction project is from TIF District funds and is included in the FY 16 budget.

RECOMMENDATION
Staff recommends that Council award a professional engineering services contract for the design and construction administration of Phase 2 of the South Billings Urban Renewal District Sewer project to DOWL in the amount not to exceed $289,800.00.
