PROBLEM/ISSUE STATEMENT

W.O. 13-20; Arrowhead School Path, is a Community Transportation Enhancement Program (CTEP) project that constructed a multi-use access path and trail facility along the south side of the Hi-Ditch from the existing trail system on the east side of Shiloh Road to Arrowhead Elementary.  

The approved contract amount for this project was $69,313.  The City Administrator approved two previous change orders, raising the contract amount by $6,612.40 or 9.5%.  Approval of this change order will increase the contract amount by more than 10% of the original contract amount, so Council action is required.  Change Order #1 was processed to pay a portion of the costs needed to relocate an underground irrigation system unforeseen during design.  Change Order #2 was processed to reconcile bid quantities against installed quantities; however, the final quantity for topsoil installed as listed with the pay application and Change Order #2 was incorrect . This Change Order #3 provides for payment of the corrected final amount of topsoil installed.         

ALTERNATIVES ANALYZED

The Council may:
  • Approve Change Order #3 for W.O. 13-20, Arrowhead School Path with Asphalt Plus Inc. for an additional amount of $2,605; or
  • Do not approve Change Order #3.  If this change order is not approved, final quantity payment will not balance against final installed quantities.  

FINANCIAL IMPACT

The funding for this project was budgeted in FY15 and the sources for this change order are CTEP and outside agency matching funds.
 

RECOMMENDATION

Staff recommends the City Council approve Change Order #3 for W.O. 13-20, Arrowhead School Path for an additional amount of $2,605.
