PROBLEM/ISSUE STATEMENT
The purpose of this project is to study the feasibility of constructing a pedestrian crossing over or under Exposition Drive near MetraPark. The feasibility study will identify the best location for the pedestrian crossing and whether it should be a tunnel or bridge. Staff requested the services of an engineering firm to provide the feasibility study, and HDR Engineering, Inc. was selected through the Request for Proposals (RFP) process. Other firms considered were Morrison-Maierle, Dowl and Sanderson Stewart. The contract amount is $35,410.00. This is an East Billings Urban Renewal District (EBURD) project and is endorsed by BIRD, Inc., who advises the Council on EBURD projects.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to HDR Engineering, Inc.; or
- Do not award the contract. If the contract is not awarded, the feasibility study will not be completed.
FINANCIAL IMPACT
The cost of the feasibility study is $34,410. EBURD tax increment funds will be utilized for this study.
RECOMMENDATION
Staff recommends that the City Council authorize the Mayor to execute a Contract for Professional Services with HDR Engineering, Inc. for $35,410 for the Exposition Drive pedestrian crossing feasibility study.
