PROBLEM/ISSUE STATEMENT
The current City Administrator is retiring September 30, 2017. A City Council subcommittee initiated a search for a recruiting service to locate candidates for the position. A Request For Proposals (RFP) was advertised on April 13 and 20, 2017, with a return date of May 12, 2017. Eleven proposals were received, but one failed to provide all the required information, so 10 firms were considered. The subcommittee selected three finalists: Colin Baenzinger & Associates, the Mercer Group, Inc., and Springsted/Waters. The City Council is scheduled to make a preliminary selection from among the three proposals at the June 5, 2017, work session. The winning proposal will be recommended at the Business Session on June 12, 2017.

ALTERNATIVES ANALYZED
City Council may:
- Approve a contract with the selected recruiting firm; or
- Postpone action; or
- Disapprove a contract, and direct the Human Resources Department to conduct the search.
FINANCIAL IMPACT
Under the RFP process, the selected firm's costs will be revealed once it is chosen. In the event of a tie between firms, the costs may be opened for more than one firm and compared as part of the final decision-making process. A 2017 Fiscal Year allocation of $25,000 has been made to fund the process.
RECOMMENDATION
A recommendation will be made at the June 12, 2017, meeting.
