PROBLEM/ISSUE STATEMENT
The Billings Regional HazMat Team submitted an application for training funds under the Hazardous Materials Emergency Preparedness (HMEP) grant. State Department of Emergency Services (DES), administers these federal funds and has approved our application. The grant is awarded across three fiscal years. Year #1 HazMat Risk Assessment Course and Year #2 HazMat Safety Officer Course. Year #3 is an additional offering of the Risk Assessment and Safety Officer Courses. The grant covers costs such as tuition, lodging, mileage, and meals for members of the other Montana Regional HazMat teams to travel to Billings or for the Billings Team to travel to other hosting locations in Year #3 for joint regional hazmat team training.

City Council may approve or disapprove accepting this grant.
FINANCIAL IMPACT
This opportunity presents a very low financial exposure to the City and allows the delivery of state-of-the-art training to all of the Montana Regional HazMat Teams. The Montana Regional Teams are sharing the 20% match of total project costs requirement. The total federal funds for this 3-year grant are $14,400 in year #1; $19,000 in year #2 and $33,400 in year #3 for a total award across the 3 years of $66,800. Under the terms of the grant there is a 20% soft match of total project costs per year requirement. In year #1 the soft match is $3,600; Year #2 is $4,750 and Year #3 is $8,350 for a total of $16,700. Each of the six (6) Regional Teams will be using personnel costs of those attending the training from each team to meet the soft match requirements.

RECOMMENDATION
Staff recommends accepting the grant on behalf of the six (6) Montana State Regional Hazmat Teams and granting the Billings Fire Department the authority to accept the funds and make the distributions of actual costs of tuition, lodging, mileage, per diem reimbursements to the other teams.
