Bid Award - Landfill Compactor for the Solid Waste Division City of Billings

PROBLEM/ISSUE STATEMENT

Bids were received on November 26, 2019 for a new compactor for the Billings Regional Landfill. Staff advertised for sealed bids on November 8, 15 and 22, 2019. The purchase will replace the existing compactor, unit 0255, that is included in the approved Equipment Replacement Plan for FY 2020 and is included in the FY 2020 budget for the Solid Waste Division.

ALTERNATIVES ANALYZED

City Council may:
  • Approve purchasing the compactor for the Landfill, or;
  • Disapprove the purchase and reject all bids. If the bids are rejected, the units will not be replaced in a timely manner and the existing compactor will be used beyond the recommendations of the Equipment Replacement Committee and the Public Works Department. Maintenance costs will increase and reliability will decrease.

FINANCIAL IMPACT

The Solid Waste Division's FY 2020 budget includes adequate funds to replace the Landfill compactor. The City received bids from four bidders.  CMI Roadbuilding did not meet the bid specifications.   A 3 year warranty is included in the bid. The bid summary is as follows:

RECOMMENDATION

Staff recommends that Council award the bid to Tractor and Equipment, which was the lowest bid that met specifications, and trade in the existing compactor for a net amount of $659,000.
