RECOMMENDATION
Staff recommends City Council adopt the attached (Version 5 November 22, 2021) FY2023 Capital Improvement Plan.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On November 15th staff presented the proposed FY2023 CIP to City Council. At that meeting City Council provided staff direction for changes to the proposed CIP. The attached CIP (Version 5 November 22, 2021), which is recommended for adoption, contains the following changes:
Parks and Recreation Comprehensive Plan - This project has been moved to FY2027
Fire Station 8 - The justification information on page 79 was updated to remove references to a specific location
Planning Transportation Skyline Trail - This project was included in the FY2022 CIP and Budget. As a result, it should not have been included in the FY2023 CIP, and has been removed
Aquatics Facilities Evaluation - Park projects were modified to do a comprehensive aquatics study on all Parks Aquatics Facilities, rather than just the two wading pools.
Corrections - The PD1 summary of projects on page 24 has been corrected to include only projects funded by PD1. Page 16 was corrected to reflect the proper TIF District (Downtown) for the 25th Street & 5th Avenue Corridor projects

FISCAL EFFECTS
The 5-year total 2023-2027 CIP is $542,783,958. The amount planned for FY2023 is $107,985,742.
