RECOMMENDATION
Staff recommends that the City Council approve the purchase of W.O. 22-99: Traffic Controller Equipment from Altitude Signal, LLC, in the amount of $212,215.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
This action is for the annual purchase of traffic controller equipment. City staff issued a Request for Proposals (RFP) to upgrade the system and responses were received from traffic signal suppliers on W.O. 13-09 City-Wide Traffic Signal Controller Upgrade on May 15th, 2013. The proposals outlined each vendor's equipment (including cost), software, implementation plan, training capabilities, experience, and on-call support. Based on the RFPs, the City started an annual project to upgrade the signal controllers and equipment that was approved by the City Council on June 24, 2013. The memo outlined 15 years for the process. Since the RFP, the City has upgraded 70+ intersections with new signal controllers, cabinets, detection, and communication.
Selecting one signal supplier and its equipment allows the signal controllers the capability of enhanced communication and functionality to increase the efficiency of the traffic signal system. Having common controllers is critical to the communication between each individual controller and the software package such that the traffic signals can be fully utilized to integrate more complex traffic solutions. In addition, having a singular controller supplier will allow traffic technicians to become “experts” of the product and eliminate unnecessary spare parts for other controller systems. This allows the controllers to become more interchangeable and easier to maintain. Overall, by selecting a single signal supplier, the traffic signal system becomes more efficient, easier to maintain, and will decrease traffic delay time, lower gas emissions, and lower travel commute times for the public. Public Works has programmed funds over the next several years to do full replacement of the remaining City owned traffic signal controllers.
The purpose of this Council action is to continue with the upgrade of additional intersections over the coming year. The City received a cost quotation for the necessary equipment that will be installed by City staff. The quote from Altitude Signal, LLC for the equipment and the sole source justification form is attached to this memo.

ALTERNATIVES
City Council may:
- Approve the purchase order of traffic signal equipment with Altitude Signal, LLC; or,
- Not approve the purchase order of traffic signal equipment with Altitude Signal, LLC. If the purchase order is not approved, the existing traffic signals will not be upgraded.
FISCAL EFFECTS
The purchase order for traffic signal equipment with Altitude Signal, LLC is for $212,215.00 and will be paid out of gas tax funds. There is sufficient budget to purchase this equipment.
