RECOMMENDATION
Staff recommends award of consultant services agreement to Tetra Tech in the amount of $207,984.15.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 22-31, Environmental Monitoring Services, is intended to assist the city in maintaining compliance with current and future federal and state regulations pertaining to permitting, monitoring, and reporting for the Billings Regional Landfill. The contract includes regular testing as needed to comply with standard landfill regulations as well as testing for the new air quality regulations that now apply to the landfill. Tetra Tech was the only firm that submitted a proposal in response to the City's Request for Proposals. Tetra Tech has been the City's testing firm at the landfill for the past several years and is well qualified to perform the work necessary to assist the City with this work.
ALTERNATIVES
City Council may:
- Award W.O. 22-31, Environmental Monitoring Services, to Tetra Tech in the amount of $207,984.15;
- Not award the consultant services agreement. If the agreement is not approved, the landfill would be out of compliance with testing requirements.
FISCAL EFFECTS
The agreement is in the amount of $207,984.15 for three years. Funding for the project is from the landfill operations budget.
