RECOMMENDATION
Staff recommends that the City Council approve the award for the Airport's Rimtop Drive Overlay Project to Askin Construction for $129,720.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Included in the Airport's Capital Improvement Program for Fiscal Year 2022 was the Rimtop Drive Overlay Project. Rimtop Drive is the road that goes from Highway 3 to the Airport Business Park on the north side of the Airport. This project was previously bid and awarded in February 2021, but due to the contractor going out of business and being unable to perform the work, the project was moved into the current budget year. The Airport did collect on the performance bond, which is covering the increased cost for this project versus last year's bid price. The project was recently re-advertised and bids were received on January 18, 2022. This pavement rehabilitation project will improve the existing two miles of a 25-foot wide, two lane road that provides the only access in to and out of the Airport Business Park. The Business Park is located on the north side of the Airport where numerous businesses and governmental agencies are located, including the BLM Air Tanker Firefighting Base and the BLM Fire Cache. The existing asphalt is over 20 years old and showing signs of deteriorating, breaking apart, and large cracks. This project will require the contractor to overlay the existing asphalt with a P-403 3/4" asphalt wearing course lift, and install pavement markings. This work will provide additional longevity to the pavement surface and significantly improve the safety for vehicles utilizing this Airport access road. The Airport is bidding this project early so that it can be completed by the end of June before the road gets busy with firefighting activity at the Airport's Business Park, typically beginning in July and running through early September.
