RECOMMENDATION
Staff recommends that Council allows Staff to submit grant applications to the Recreational Trails Program (RTP) Grant and the Montana Trail Stewardship Grant Program, accept one or both of the grants if awarded, and authorize the Mayor to execute the grant documents if one or both of the grants are awarded.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The trail south of Lake Josephine in Riverfront Park is in very poor condition. The trail is approximately 2,907 lineal feet. The trail was not constructed of durable materials and is in danger of disappearing completely if it is not repaired. Additionally, staff cannot plow the trail in its current condition, which makes the trail inaccessible for people with disabilities when snow falls. The Recreational Trails Program offers up to $125,000 with a 20% local match ($25,000) and the Montana Trail Stewardship Grant program offers up to $111,111 with a 10% local match ($11,111). Staff plan to apply for both grants to repair the Riverfront Park trail. The combined local matches totaling $36,111 will use part of the $100,000 budgeted for Various Trail Repairs in the approved Parks and Recreation FY26 CIP.
ALTERNATIVES
City Council may:
- Approve submitting the grant applications, accept the grant(s) if awarded, and authorize the Mayor to execute the grant documents if awarded or,
- Not Approve submitting the grant applications.
FISCAL EFFECTS
If both grants are awarded, they could provide up to $200,000 to repair the trails at Riverfront Park with a local match of up to $25,000 for the Recreational Trails Program grant and up to $11,111 for the Montana Trail Stewardship Grant Program. Local matches are funded by Parks & Recreation FY26 CIP.
