RECOMMENDATION
Staff recommends that Council reject all bids received for SID 1430 Annafeld North Subdivision, 1st Filing and Annafeld Subdivision 6th and 7th Filings.
EXECUTIVE SUMMARY
SID 1430 will provide for the installation of streetlights within Annafeld North Subdivision 1st Filing and Annafeld Subdivision 6th and 7th Filings, with all project costs funded through Special Improvement District bond assessments to benefiting property owners. Five bids were received for the project; however, the apparent low bid contained an error, the second-lowest bidder failed to provide required qualifications, and the remaining bids exceeded the engineer’s estimate of $345,270. Staff recommends rejecting all bids and re-advertising the project in accordance with the City’s bidding procedures and in the best interest of the City.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1430 will provide for the installation of streetlights within Annafeld North Subdivision 1st Filing and Annafeld Subdivision 6th and 7th Filings. Streetlights will be installed along all street frontages. Maintenance of the streetlights will remain the responsibility of the Homeowners Association until the full Annafeld Subdivision is completed, at which time a Special Improvement Light Maintenance District (SILMD) will be established for ongoing maintenance. This Council action pertains to the award of the streetlight construction contract.
The project was advertised on April 3, 10, and 17, 2026, in the Yellowstone County News and on the City’s website. Bids were opened on April 21, 2026, and five bids were received. The apparent low bid contained an error identified late in the review process, and the second-lowest bidder failed to submit the required qualifications within five days of the City’s request. The remaining bids exceeded the estimated project budget for the streetlight improvements.
Pursuant to the bidding documents, the City reserves the right to reject any or all bids, waive informalities, postpone award of the contract for up to sixty (60) days, and accept the lowest responsive and responsible bid deemed to be in the best interest of the City. Accordingly, staff recommends rejecting all bids and re-advertising the project to obtain new bids.
