RECOMMENDATION
Staff recommends that Council award a contract for SID 1429 Clearwater Estates Subdivision, 2nd Filing and 44 West Subdivision Streetlights to Millennium Electric, LLC. in the amount of $827,392.20 contingent upon creation of SID 1429.
EXECUTIVE SUMMARY
SID 1429 will provide streetlight improvements within Clearwater Estates Subdivision, 2nd Filing and 44 West Subdivision to enhance safety and accessibility for residents and roadway users. Streetlights will be maintained by the Homeowners Association until subdivision buildout is complete, at which time a Special Improvement Light Maintenance District will be established for ongoing maintenance. Staff recommends awarding the contract to Millennium Electric, LLC in the amount of $827,392.20, contingent upon the creation of SID 1429 and within the available project budget.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1429 will install streetlights within the Clearwater Estates Subdivision, 2nd Filing and 44 West Subdivision. The streetlights will be installed along each street frontage. The streetlights will be maintained by the Homeowners Association until all the Subdivision phases are complete. At that time, a Special Improvement Light Maintenance District (SILMD) will be created for maintenance.
The project was publicly advertised on April 17, 24, and May 1, 2026 in the Yellowstone County News and on the City's website. Bids were opened May 5th, 2026. Four bids were received. Millennium Electric, LLC, submitted the lowest, responsible bid. This bid award is contingent upon creation of SID 1429.

Funding for SID 1429 was budgeted in FY26 using Special Improvement District Bond Funds (assessments) in the amount of $1,110,000.00. Adequate funding is available to award the project.

City Council may:
- Award SID 1429 Clearwater Estates Subdivision, 2nd Filing and 44 West Subdivision Streetlights to Millennium Electric, LLC in the amount of $827,392.20, contingent upon the creation of SID 1429; or,
- Not award a contract and reject all bids. If the contract is not awarded, streetlights would be installed within the subdivisions by the developer under a private contract.
