RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 26-36, CCTV City Storm Drain Contract 2 to Pace Infrastructure System Specialists in the amount of $97,057.35.

EXECUTIVE SUMMARY

W.O. 26-36, CCTV City Storm Drain Contract 2, will provide video inspection and condition assessment of approximately 89,505 lineal feet of storm drain mains, manholes, and inlet laterals to better document pipe condition, sediment accumulation, pipe materials, and system locations. The project will improve the City’s understanding of its storm drain infrastructure, support targeted maintenance and repair efforts, and provide more accurate GIS mapping and stormwater capital planning data.

Three bids were received for the project, with Pace Infrastructure Systems Specialists submitting the lowest bid in the amount of $97,057.35. The project is funded through FY26 Stormwater Funds, and staff recommends the City Council award the contract to Pace Infrastructure Systems Specialists.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 26-36, CCTV City Storm Drain Contract 2, is intended to CCTV City Storm Drain pipes to provide the basis for a condition assessment that includes recording sediment accumulation and pipe condition. The purpose of this project is intended to provide in-pipe video inspection and reporting of approximately 89,505 lineal feet of storm drain mains, manholes, and storm inlet lateral pipes.  The project will assess the integrity of the storm drain system, record pipe size and type, document sediment levels, and facilitate creation of accurate maps and data that can be incorporated into the GIS system utilized by multiple City departments.  Currently, the condition, pipe type, and location of many of the storm drain pipes and structures is unknown.  The goal is to systematically video the storm drain piping and provide an overall assessment of the entire storm drain system.  Accurate assessment allows targeted maintenance and repair solutions.  Furthermore, this data can also be utilized as additional base information for the stormwater program to provide more accurate budget and capital project programming.

The project was publicly advertised on May 1, May 8, and May 15, 2026 in the Yellowstone County News and on the City’s website. Bids were opened on May 19, 2026 and three bids were received.

The project was budgeted in FY26 using Stormwater Funds in the amount of $250,000. The previous CCTV contract encumbered $120,019.15, leaving $129,980.85 available for this project, which is sufficient to award the contract. Remaining funds will be reserved for potential change orders.

Staff reviewed the significant bid spread and noted that the highest bid was submitted by a firm represented outside the Montana region, while the two lowest bids were submitted by local firms. Based on recent similar projects, staff believes the low bid is within the typical cost range for these services.

ALTERNATIVES

Council may:
  • Award W.O. 26-32, CCTV City Storm Drain, to Pace Infrastructure Systems Specialists in the amount of $97,057.35; or
  • Not award a contract and reject all bids. If the project is not awarded, the integrity of many of the storm drains will remain unknown and the City will not be able to proactively repair or replace damaged storm drain facilities, which could cause property damage or flooding.
