RECOMMENDATION

Staff recommends that Council conduct a public hearing and approve the resolution creating SID 1430 Annafeld Subdivision 6th and 7th Filing and Annafeld North1st Filing Streetlights and Park Improvements.

EXECUTIVE SUMMARY

McCall Development Inc. is requesting the creation of SID 1430 to fund streetlight and park improvements within Annafeld Subdivision 6th and 7th Filing and Annafeld North Subdivision 1st Filing, located south of Elysian Road near Elysian School. The estimated cost of the improvements is $1,510,000 and will be financed through SID bonds and assessed to properties within the district boundary, with the developer responsible for any costs exceeding the estimate.

McCall Development has previously constructed $3,333,680.57 in streets and underground utility improvements within the subdivisions, satisfying approximately 68.8% of the City’s Raw Land District Requirements. Staff recommends that City Council conduct a public hearing and approve the resolution creating SID 1430 Annafeld Subdivision 6th and 7th Filing and Annafeld North 1st Filing Streetlights and Park Improvements.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

McCall Development Inc., the developer of Annafeld Subdivision 6th and 7th Filing and Annafeld North Subdivision 1st Filing, desires to construct public improvements within the subdivisions, including streetlights and park improvements. These improvements are proposed to be completed through a special improvement district, as authorized under the Subdivision Improvements Agreement for the subdivisions. The subdivisions are located south of Elysian Road near Elysian School, and streetlights will be installed along all street frontages. The streetlights will be maintained by the Homeowners Association until the full Annafeld development is completed, at which time a Special Improvement Light Maintenance District (SILMD) will be established for ongoing maintenance.

McCall Development previously constructed streets and underground utilities, including water, sewer, and storm drain infrastructure, within Annafeld Subdivision 6th and 7th Filing and Annafeld North 1st Filing, totaling $3,333,680.57 in improvements. These improvements are credited toward satisfying the City’s Raw Land District Requirements (Resolution No. 05-18234) and represent approximately 68.8% of the total project costs, including streets, utilities, and streetlight improvements.

The public hearing was advertised in the Yellowstone County News on May 15 and May 22, 2026.

FISCAL EFFECTS

The total estimated costs of the improvements are $1,510,000.00, which will be paid for from the sale of SID bonds and assessed to the properties within the SID boundary. If the costs are greater than the estimated amount, the developer will pay the additional cost.

The Council may:
  • Conduct a public hearing and approve the resolution creating SID 1430; or,
  • After holding a public hearing, not approve the resolution creating SID 1430.  If not approved, the developer will have to install streetlights and park improvements at their cost.
