RECOMMENDATION
Staff recommends that the City Council approve the proposed amendment to the Pride of Montana custodial services contract, originally executed on July 1, 2025.
EXECUTIVE SUMMARY
On July 1, 2025, the City of Billings entered into a custodial services contract with Pride of Montana for City Hall. Since that time, Pride of Montana has consistently demonstrated reliable, high‑quality service at both City Hall and the Billings Public Library. The current action before Council is a proposed contract amendment to expand Pride of Montana’s scope of work to include custodial services at the Billings Operations Center (BOC), beginning July 1, 2026.
This amendment is necessary due to the termination of the existing custodial contract for the BOC after the vendor failed to meet contractual obligations. Transitioning this work to Pride of Montana will ensure consistent service standards across key City facilities and aligns with the City’s operational goals for reliability, accountability, and cost efficiency.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
In accordance with the City’s purchasing policies and established council approval procedures, any contract modification that changes the scope of work requires a formal amendment. Because the total contract amount exceeds $80,000, the amendment must be presented to and approved by the City Council, consistent with applicable resolutions and administrative orders governing procurement and contracting authority
FISCAL EFFECTS
Outsourcing custodial services at the BOC is projected to generate total savings of $76,220 for the Facilities Division in FY26. In addition, the proposal from Pride of Montana is expected to yield an additional $36,035.18 in savings over the duration of the contract, which runs through April 30, 2028, with two optional one‑year renewals. All projected savings will be directed toward future Capital Improvement Projects at the BOC.
