RECOMMENDATION
PRPL seeks Council consent to award Knife River the contract for Annafeld Park Improvements 6th & 7th Filing SID 1430. The contract will be in the amount of $878,295 which will include a base bid of $764,395.00, add alternate 1 of $77,250.00, and add alternate 4 of $36,650.00. The scope of work will include new park development and construction for the Annafeld Subdivision.
EXECUTIVE SUMMARY
SID 1430 will provide funding for the construction and development of the park in the Annafeld Subdivision as filed in the 6th and 7th Filings. All project costs funded through the Special Improvement District bond assessments benefiting property owners. Two bids were received for the project with Knife River providing the lowest responsible bid. PRPL recommends awarding the park construction contract to Knife River.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
In cooperation with McCall Development, Second Nature Consultants (SNC) and PRPL, a park design was developed. SNC provided all necessary construction documents and bidding information throughout the bidding process. SID 1430 will provide all the necessary funding for the park development.
The project was advertised March 13, 20, and 27 in the Yellowstone County News, on the City's website, and the local builders exchange. Bids were opened April 21, 2026. Knife River was the low bidder.
McCall Development selected the base bid at $764,395.00, Alternate 1 at $77,250.00, and Alternate 4 at $36,650.00. Bringing the project total to $878,295.00.

FISCAL EFFECTS
There is no direct cost to the City or PRPL for this project. All project costs will be reimbursed through the sale of bonds, will be assessed to benefiting property owners. The estimate for park construction and development was $878,295.00
