RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 25-10 Olympic Park Drainage Improvements to Askin Construction in the amount of $499,500.
EXECUTIVE SUMMARY
W.O. 25-10, Olympic Park Drainage Improvements, will address recurring flooding and drainage deficiencies within the Olympic Park Subdivision by replacing failing infiltration basins with a new storm drain collection system, lift station, force main, and outfall connection. The project will provide a reliable long-term solution, reduce maintenance demands on City staff, improve public safety, and decrease flooding risks for residents and roadway users. Staff recommends awarding the contract to Askin Construction, the lowest responsive and responsible bidder, in the amount of $499,500, which is within the FY26 Stormwater budget.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 25-10, Olympic Park Drainage Improvements, is intended to address recurring roadway flooding and drainage deficiencies within the Olympic Park Subdivision, primarily along South 38th Street West, Olympic Boulevard, and Stillwater Drive.
The project serves a 34-acre drainage basin that flows to five low-point storm drain inlets currently connected to infiltration basins constructed with the original subdivision in the 1980s. Over time, these infiltration basins have lost effectiveness due to sediment accumulation and no longer drain adequately, resulting in localized flooding that requires City crews to remove standing water multiple times each year. The proposed project will replace the failing drainage approach with a new gravity storm drain system, lift station, force main, and outfall connection to the existing storm drain system in King Avenue. While replacing the infiltration basins alone may have a lower initial cost, those facilities would be expected to fail again over time, making the proposed improvements the more cost-effective and reliable long-term solution. The project will reduce flooding risks, decrease maintenance demands on City staff, and improve service levels and public safety for neighborhood residents and roadway users.
The project was advertised on May 15th, May 22nd, and May 29th, 2026 in the Yellowstone County News and on the City's website. Bids were opened on June 2nd, 2026 and two bids were received. Askin Construction submitted the lowest, responsible bid.

- Not award a contract and reject all bids. If the project is not awarded, the improvements will not be constructed and the roadways will continue to experience flooding that requires staff time to address.
