RECOMMENDATION
Staff recommends that Council award a contract for WO 26-04 3rd Avenue North ADA & Storm Rehab to Askin Construction in the amount of $413,795.
EXECUTIVE SUMMARY
Work Order 26-04 will improve pedestrian accessibility and stormwater infrastructure along 3rd Avenue North within the East Billings Urban Renewal District (EBURD). The project includes reconstruction of ADA-compliant ramps at multiple intersections, installation of new sidewalk segments, and replacement of aging storm drain inlets and piping to improve system performance and reduce long-term maintenance needs. Four bids were received, with Askin Construction submitting the lowest responsible bid at $413,795. The project is fully funded within the FY26 budget, and staff recommends awarding the contract to Askin Construction to advance accessibility improvements, support ongoing revitalization efforts, and address deteriorating stormwater infrastructure.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Work Order 26-04 consists of the removal and replacement of non-compliant ADA ramps, adding ADA ramps where none exist, and constructing stormwater infrastructure within the East Billings Urban Renewal District (EBURD). Each year, the City evaluates locations throughout Billings where ADA ramps and sidewalks are damaged, deteriorated, or missing in order to improve pedestrian accessibility and meet current standards.
For this year's work, the City partnered with the EBURD to reconstruct ADA ramps at the intersections of 3rd Avenue North and North 20th Street, North 19th Street, North 18th Street, and North 17th Street. The project also includes installation of a new sidewalk along the north side of 3rd Avenue North between North 14th Street and North 13th Street. The improvements are intended to enhance pedestrian connectivity and support ongoing revitalization efforts within the EBURD.
In addition, the project includes the replacement of existing Type I storm drain inlets at the identified intersections with new Type II inlets along with piping improvements. The old Type I inlets are prone to clogging and frequent maintenance. The current storm infrastructure within the EBURD is aging and has resulted in increased maintenance needs. Upgrading these facilities will improve system performance along 3rd Avenue North and reduce maintenance demands for the City Street and Traffic Division.
The project was publicly advertised on May 15th, May 22nd, and May 29th, 2026 in the Yellowstone County News and on the City's website. Bids were opened June 2nd, 2026. 4 bids were received. Askin Construction submitted the lowest, responsible bid. One of the bids submitted was determined to be non-responsible. This determination did not affect the bid award recommendation, as the lowest responsible bidder remained unchanged.

- Reject all bids and not award a contract. If the project is not awarded, this portion of East Billings Renewal District (EBURD) will continue to have ADA accessibility deficiencies, and the existing stormwater infrastructure within the project area will continue to deteriorate, resulting in increased maintenance needs and future infrastructure failures.
