RECOMMENDATION

Staff recommends that the City Council approve the resolution adopting the revised Public Works Right-of-Way Fees for FY27.

EXECUTIVE SUMMARY

Public Works is proposing updates to the right-of-way fee schedule for FY27 to align permit review, administration, and inspection fees with the actual cost of providing these services. The current fees were last updated in 2024 for FY25 and FY26, and the proposed revisions are based on full cost recovery principles. While individual fees vary depending on the service provided, the proposed schedule reflects an average increase of approximately 11%.

The updated fee schedule is projected to generate approximately $505,000 in FY27 revenue, an increase of about $50,000 for the Engineering Division. Staff recommends that the City Council approve the resolution adopting the revised Public Works Right-of-Way Fees for FY27.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

Public Works is presenting an updated right-of-way fee schedule and Resolution to the City Council for modifications to the fees for FY27. These fees were last updated in 2024 for FY25 and FY26. Following a review of the costs associated with administering, reviewing, and inspecting right-of-way permits, staff is recommending adjustments to align the fees with the actual cost of providing these services.  The proposed fee schedule is based on full cost recovery principles. 

FISCAL EFFECTS

The proposed right-of-way fee schedule is expected to generate approximately $505,000 in revenue in FY27, representing an increase of roughly $50,000 for the Engineering Division compared to current revenues. The fees increase at varying rates with an average increase of 11%.

ALTERNATIVES

City Council may:
•   Approve the resolution to update the existing fee schedule for right-of-way fees, or;
•   Approve an amended resolution to update the existing fee schedule of right-of-way fees, or:
•   Not approve the resolution to update the existing fee schedule of right-of-way fees, which will result in a deficit to the engineering fund.
