RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 26-41, Storm Drain Inlet Cleaning to Tru Pipe Inc. in the amount of $99,820.

EXECUTIVE SUMMARY

W.O. 26-41, Storm Drain Inlet Cleaning, will clean approximately 2,196 storm drain inlets, manholes, and lateral connections throughout the City’s stormwater system to maintain system capacity, improve performance, and protect water quality. The project removes accumulated sediment and debris that could otherwise reduce drainage capacity and increase the risk of sediment discharges to the Yellowstone River. Staff recommends awarding the contract to Tru Pipe, Inc. in the amount of $99,820, which is within the FY26 Stormwater Operations and Maintenance budget.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 26-41, Storm Drain Inlet Cleaning, provides for the cleaning of approximately 2,196 storm drain inlets, manholes, and lateral connections throughout the City’s stormwater system.

This project removes accumulated sediment and debris from storm drain structures to maintain system performance and protect water quality. Work will include pressure washing storm drain inlets and manholes, followed by vacuum removal of sediment from sump areas using specialized vacuum equipment. These sump areas are designed to capture sediment and debris before they enter the storm drain mains, reducing maintenance needs within the collection system and minimizing sediment discharge to the Yellowstone River.

The project was advertised on May 8, May 15, and May 22, 2026 in the Yellowstone County News and on the City’s website. Bids were opened on June 2, 2026 and two bids were received.  Tru Pipe, Inc submitted the lowest, responsible bid. 

FISCAL EFFECTS

The project was budgeted in FY26 using Stormwater O&M Funds in the amount of $250,000.  There are sufficient funds to award the project.

STAKEHOLDERS

ALTERNATIVES

City Council may:
  • Award W.O. 26-41, Storm Drain Inlet Cleaning, to Tru Pipe, Inc. in the amount of $99,820; or
  • Not award a contract and reject all bids. If the project is not awarded, the sedimentation may reduce capacity of the storm drain system and sediment may reach the Yellowstone River, resulting in a permit violation.
