RECOMMENDATION
Staff recommends the City Council approve the purchase of a new Weiler model asphalt paver from Tractor & Equipment Co in the amount of $269,720.
EXECUTIVE SUMMARY
Staff recommends approval of the purchase of an asphalt paver from Tractor & Equipment Co. for $269,720 through the Sourcewell cooperative purchasing program. The paver will support pavement preservation and partial roadway reconstruction by allowing City crews to replace asphalt surfaces in house, improving repair quality, reducing construction costs, and extending the service life of City streets. The purchase is included in the approved FY27 Equipment Replacement Plan and Street and Traffic budget and is $15,280 below the budgeted amount of $285,000.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The approved FY27 Equipment Replacement Plan (ERP) and Street and Traffic Division budget include funding to purchase one asphalt paver. The paver will support the Division’s annual pavement preservation and partial roadway reconstruction programs by enabling City crews to replace asphalt surfaces in house. This capability will allow crews to make targeted repairs, improve repair quality and durability, and reduce construction costs. The equipment will also improve maintenance efficiency and help extend the service life of City streets. The existing unit will be sold at auction.
Staff recommends purchasing the asphalt paver through the Sourcewell cooperative purchasing program. Sourcewell competitively solicits and awards equipment contracts on behalf of participating public agencies, providing access to pricing comparable to that obtained through traditional competitive bidding while streamlining the procurement process.

FISCAL EFFECTS
The FY27 Street and Traffic budget includes $285,000 for the purchase of an asphalt paver. The recommended purchase from Tractor & Equipment Co. totals $269,720, which is $15,280 below the approved budget. The remaining funds will be available to offset cost increases or funding shortfalls for other equipment purchases included in the FY27 Street and Traffic budget.

ALTERNATIVES
City Council may:
- Approve purchasing a new Weiler model asphalt paver through Sourcewell; or
- Not approve the purchase. If the purchase is not approved, the existing paver will continue to experience increasing maintenance costs and downtime as it has reached the end of its useful life. Extended equipment outages may reduce the City's ability to provide timely repairs and could negatively impact the level of service.
