PROBLEM/ISSUE STATEMENT

Some of the property owners on Macona Lane have expressed interest in creating an SID to reconstruct Macona Lane.  Macona Lane is located north of Rimrock Road just west of Virgina Lane.  SID 1394 will construct the missing curb and gutter, drive approaches, and street improvements to Macona Lane.   Due to the narrow existing right of way, sidewalk is not possible to construct along Macona Lane.  The Public Works Department conducted a mail survey and more than half of the owners are in favor of creating the SID.  Per the City's SID policy, the City will need to pay for paving half of the width of the street and new curb and gutter along the non-addressed side of corner lots.  The City would contribute $25,566.71 of gas tax funds and storm funds to the SID.  Notices were sent out to all of the property owners within the district, and the protest ends on July 6th.  The protest count will be announced at the council meeting.  

ALTERNATIVES ANALYZED

The Council may:

• After holding a public hearing, approve the Resolution Creating SID 1394; or
• After holding a public hearing, do not approve the Resolution Creating SID 1394.

FINANCIAL IMPACT

The total estimated costs of the improvements are $131,566.71. The costs of the improvements are to be paid from the following sources: (1) $106,000.00 of Special Improvement District bonds; and (2) $25,566.71 cash contribution from the City of Billings utilizing gas tax and storm funds.

RECOMMENDATION

Staff recommends that Council approve the Resolution Creating SID 1394.
