PROBLEM/ISSUE STATEMENT

Due to the specialized nature of engineering services required for airfield infrastructure design, including knowledge of the Federal Aviation Administration (FAA) design and grant funding process, the City has historically entered into a five-year term contract to provide engineering services at the Airport. On April 9, 2012, the City approved a five-year contract with Morrison-Maierle, Inc. to provide all the project designs, surveys, development of project plans, specifications and bidding documents, contract administration, construction meeting coordination, pay requests, etc.  The contract also includes full time on site inspection, construction surveys, and development and submittal of the final project closeout documents, as required. The five-year term contract is amended each time a project is undertaken. 

Due to the complexity and scope of the Runway Rehabilitation project the fees for the project's preliminary design, plans and specifications, were included in a previous amendment.  Therefore, Amendment 5 for $548,450 includes all the contract administration, construction meeting coordination, pay requests, full time inspection, construction surveys, and closeout document services for this complex project.  The scope of work and associated engineering fees have been reviewed and negotiated by staff and approved by the FAA. 

ALTERNATIVES ANALYZED

The City Council may:
  • Approve Amendment 5 with Morrison-Maierle, Inc. for the Engineering Services for the Runway 10L/28R Rehabilitation Project; or
  • Decline to approve Amendment 5, delaying this critical project.

FINANCIAL IMPACT

The total cost of Amendment 5 with Morrison-Maierle, Inc. for the Engineering Services required for the Runway 10L/28R Rehabilitation Project is $548,450, and will be funded with 90% AIP Entitlement and Discretionary Grants and 10% local match funds. The FAA's portion will be $493,605 with the City's match of $54,845. This project is included in the current budget and the local match funds are budgeted and available in the Airport's Passenger Facility Charge (PFC) Capital account.

RECOMMENDATION

Staff recommends the City Council approve Amendment 5 with Morrison-Maierle, Inc. for $548,450 to provide the Engineering Services at the Airport during the Runway 10L/28R Rehabilitation Project.
