PROBLEM/ISSUE STATEMENT
On April 9, 2012, the City approved a five-year contract with Morrison-Maierle, Inc. to provide all the project designs, surveys, development of project plans, specifications and bidding documents, contract administration, construction meeting coordination, pay requests, on site inspection, construction surveys, and development and submittal of the final project closeout documents, as required. The five-year term contract is amended each time a project is undertaken, and Amendment 6 for $339,550, includes all of the services indicated above for this project.
FedEx recently changed the aircraft they use at Billings from B-727s to B-757s. The 757 is a larger aircraft and to accommodate its arrival, Airport staff required the shuffling of space on the west end so that both UPS and FedEx could operate in the same area. The current arrangement is not adequate for either cargo carrier, and the best remedy is to build another large aircraft concrete ramp next to the existing west end ramps. This work will be funded with Airport Improvement Program grant funds in the future. Amendment 6 with Morrison-Maierle will provide the design services required to bid and award the Cargo Ramp Slot 4 project, which includes the construction of a new concrete ramp and new asphalt surfaces on the west and south sides of the new ramp. The scope of work and associated fees have been negotiated by staff and are acceptable for this engineering work.

ALTERNATIVES ANALYZED
The City Council may:
- Approve Amendment Six with Morrison-Maierle, Inc. for the Engineering Services for the Cargo Ramp Slot 4 project; or
- Decline to approve Amendment Six, delaying this project.
FINANCIAL IMPACT
The total cost of Amendment Six is $339,550. Funding for this project is available in the Airport's capital account and will be reimbursed with FAA AIP Grant funds at 90% in the future.
RECOMMENDATION
Staff recommends the City Council approve Amendment Six with Morrison-Maierle, Inc. for $339,550 to provide the Engineering Services at the Airport for the Cargo Ramp Slot 4.
