PROBLEM/ISSUE STATEMENT
W.O. 12-39 Newman Lane Improvements is a project to install missing improvements on Newman Lane and address a storm drainage problem on Stone St. The improvements on Newman Lane include curb and gutter, sidewalk, street reconstruction, ADA corners, and approaches. The storm drainage repair on Stone St. is between South Billings Boulevard and Newman and includes replacing the curb and gutter and approaches on the south side of the street.
Newman Lane is included in the approved CIP. Stone Street is being funded from the yearly Miscellaneous Storm Drain Repair Program which is also included in the approved CIP.
The project was advertised on January 24, 31, and February 7, 2013, in the Billings Times and on the City's Website. Bids were opened on February 12, 2013, and seven bids were received. CMG Construction, Inc. submitted the lowest responsible bid.

ALTERNATIVES ANALYZED
The Council may:
- Award W.O. 12-39 to CMG Construction, Inc. in the amount of $245,730.00; or
- Not award the contract to CMG Construction and reject all bids. If this project is not constructed, Newman Lane will not be improved and TIF funds will not be directed in accordance with the TIF District's priority list.

RECOMMENDATION
