PROBLEM/ISSUE STATEMENT
This project will construct approximately 4,500 lineal feet of new sewer in areas where there currently is none. The area is bounded north-south by Clevenger Ave and Morgan Ave and bounded east-west by Jackson St and Hallowell Ln. New mains and sewer service connections to property line will be installed.
There is an area within the project between Vaughn Ave/Morgan Ave and Hillview Ln/Hallowell Ln where an additional right-of-way easement is required to construct and maintain the new sanitary sewer main to serve 23 property owners. City staff has negotiated with five adjacent property owners and they have agreed to a right-of-way easement for the new sewer main and service connection lines along their property which is shown on the attached easement exhibits.

ALTERNATIVES ANALYZED
The Council may:
- Approve the Right-of-Way Easements; or
- Do not approve the Right-of-Way Easements. If the Right-of-Way Easements are not approved, the sewer mains cannot be constructed and the 23 property owners will not be able to be served by the City Sanitary Sewer.
FINANCIAL IMPACT
There is no cost to the City for the five Right-of-Way Easements.
RECOMMENDATION
Staff recommends that the City Council approve the Right-of-Way Easements.
