PROBLEM/ISSUE STATEMENT
The Village Subdivision is currently in the process of being re-platted as St. Vincent Healthcare Subdivision. As part of this process the developer, Sisters of Charity of Leavenworth Health System, Inc., is proposing to acquire a 1.76 acre tract of existing City owned parkland in exchange for current and future parks and recreation related improvements within the subdivision. See Resolution, Attachment A. On January 25, 2011 Council granted conditional approval for the preliminary plat of St. Vincent Healthcare Subdivision and in the Findings of Fact identified the improvements the developer has and will make in exchange for the parkland. A multi-use path was constructed along the north side of King Avenue West from Shiloh Road to their west boundary at a cost of $33,231.00. Another path will be constructed on the south side of Monad Road from Shiloh Road to their west boundary at an expense of approximately $42,000.00. The developer further proposes to provide, improve and maintain four privately-owned parkland parcels totaling 4.66 acres within their development. While these parks are privately held, they will be open to he public as parks. The estimated cost of construction is $233,000.00. The maintenance costs are estimated at $46,600.00 per year. Total cost of improvements is estimated at $308,231.00. On October 7, 2013 a Comparative Market Analysis (CMA) was done and the 1.76 acre parkland was valued at $167,829.00. The exiting and proposed parks and recreation related improvements is approximately twice the value of the subject tract of parkland.
ALTERNATIVES ANALYZED
Council may:
- Approve the transfer of the existing 1.76 acre parkland identified in The Village Subdivision to Sisters of Charity of Leavenworth Health System Inc. the developer of the St. Vincent Healthcare Subdivision, or,
- Not approve the transfer of parkland and provide staff with additional guidance.
FINANCIAL IMPACT
There will be no financial impact to the City.
RECOMMENDATION
Staff recommends Council approve the transfer of the existing 1.76 acre tract of parkland to the Sisters of Charity of Leavenworth Health System, Inc. in exchange for existing and proposed parks and recreation related improvements totaling approximately $308,231.00 as described in the attached Resolution, see Attachment A.
