PROBLEM/ISSUE STATEMENT
As part of the ongoing Park District One improvements, Council approved $500,000 to fund the Splash Pad Development at South Park. This project replaces the wading pool that was removed during the summer of 2010 due to mounting repair costs and new federal regulations. The intent of this project is to provide a fun, safe and convenient water play facility for the enjoyment of area neighborhoods and Billing’s residents in general.
Staff prepared and sent out a Request for Proposals (RFP) soliciting professional consulting services to provide design, construction documents and construction administration for this project. Eight firms responded. The responses were independently evaluated by a 6 member selection committee and on December 18th the committee met to discuss the proposals and select a top ranked firm. After significant discussion the committee decided to interview the 3 top ranked firms. Interviews took place on January 15th and the firm CTA Architects Engineers from Billings was selected as the top ranked firm. Staff entered into negotiations with CTA to define a scope of services and establish a fee. The fee for their professional services is $64,996.00, approximately 14% of the total project costs.

ALTERNATIVES ANALYZED
City Council may:
- Approve the contract for professional services between the City and CTA Architects Engineers, or;
- Disapprove the contract and provide additional direction to Staff.
FINANCIAL IMPACT
Funding for this contract comes from the $500,000 approved by Council for Splash Pad Development at South Park as part of the ongoing Park District One improvements. There are no additional financial impacts to the City.
RECOMMENDATION
Staff recommends that Council approve the contract with CTA Architects Engineers for the South Park Splash Pad design, bidding and construction administration services in the amount of $64,996.00.
