PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is replacing the Airline Ticket Counter Public Area Carpeting. This project will provide new carpeting in front of all of the airline ticket counters. Each airline has set queuing lines to manage passenger flow to the ticket counters and kiosks. The carpet in these areas is severely worn and can no longer be cleaned to return the carpet to the desired appearance. This very high traffic area close to the entrances of the building receives significant foot, luggage, and wheelchair wear in a relatively confined area. This project will remove the existing carpet and replace it with new commercial grade, stain resistant carpet tiles. This project was advertised in the Billings Times on February 5, 12, and 19, and was posted on the City's Website. On Tuesday, February 24, 2015 two bids were received; however, one of the bids did not include a Bid Bond and could not be opened.

- Decline the bid award, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $34,255. The funding source for this project is available in the Airport's Capital Fund.
RECOMMENDATION
Staff recommends the City Council award the Airline Ticket Counter Public Area Carpeting to the low bidder, Northwest Flooring , for the amount of $34,255.
