PROBLEM/ISSUE STATEMENT

The City Council will consider awarding a professional engineering services contract to Morrison Maierle, Inc. (MMI) in the amount of $591,277.00 for design, bidding and construction administration services on Schedule 2 of the 2016 Sanitary Sewer Replacement Projects.  Schedule 2 projects will occur in two geographical areas.  The first area consists of approximately 5,000 linear feet of 8-inch alley sanitary sewer main replacement in the area bounded by Grand Avenue to the north, Lewis Avenue to the south, 4th Street West to the west, and Division Street to the east.  The second area consists of approximately 1,000 linear feet of 27-inch Heights Interceptor trunk sewer replacement on the Wastewater Treatment Facility site.

MMI was selected based on City staff review of project proposals submitted by prequalified firms.  Other firms considered for the work were DOWL, Sanderson Stewart, and Great West Engineering.

The City replaces and upgrades its sanitary utilities as part of an annual maintenance program.  As underground sewer utilities approach the end of their useful life, the City's maintenance costs and potential liabilities from system failures increase. Deteriorating sanitary sewer mains crack, mis-align and are intruded by tree roots.  These problems lead to leakage of wastewater into surrounding soils, groundwater inflow, loss in carrying capacity and sewage backups into public and private property.
 

ALTERNATIVES ANALYZED

City Council may:
  • Approve award of the engineering contract to MMI, or;
  • Do not approve award of the engineering contract to MMI.  If the project is not constructed, the City's sanitary sewer collection system in this area will continue to experience ongoing maintenance problems and expenses.

FINANCIAL IMPACT

Funding for this project has been approved by City Council in the FY16 budget.  Schedule 2 projects will use wastewater funds.

RECOMMENDATION

Staff recommends that Council award a professional engineering services contract for the design and construction administration of Schedule 2 of the 2016 Sanitary Sewer Replacement Projects to MMI in the amount not to exceed $591,277.00.
