PROBLEM/ISSUE STATEMENT
Centennial Park has been in existence for nearly 60 years having been originally platted in 1955. Over the years several plans have been developed to address aspects of the park's development. Recently a number of groups have expressed interest in utilizing the park. Prior to any alternative development, a park master plan update is necessary because the current plan does not allow for some of the requested uses. On July 8, 2013 Council approved a resolution that committed up to $30,000 of Council Contingency to fund a Centennial Park Master Plan update. The Land Group from Eagle, Idaho was selected as the consultant for this project. Under the direction of PRPL staff, they prepared the Centennial Park Master Plan Update. Staff and the Land Group met with over 15 special interest groups, held a public meeting at Meadowlark School and met with the Parks, Recreation and Cemetery Board (PRC Board). The final plan was presented to the PRC Board at a special meeting on August 30, 2015 and the Board voted to recommend adoption of the Centennial Park Master Plan Update to the City Council. On September 8th Staff presented the Master Plan Update to Council at a Work Session. Council directed that the plan be moved forward to a public hearing at the October 13th Council meeting.
ALTERNATIVES ANALYZED
City Council may:
- Approve the park master plan update as the guiding document for future development at Centennial Park,
- Modify the master plan update, or;
- Disapprove the park master plan update and provide Staff with additional direction.
FINANCIAL IMPACT
Centennial Park development and maintenance has traditionally been funded through the City's General Fund. Future development and maintenance will likely continue to be financed in the same manner. As opportunities arise, alternative funding sources will be sought to offset the General Fund.
RECOMMENDATION
Staff and the Parks, Recreation and Cemetery Board recommend that the City Council conduct a public hearing and approve and adopt the Centennial Park Master Plan Update as the governing document for development of the park.
