PROBLEM/ISSUE STATEMENT
The City Council will consider awarding a professional engineering services contract to Sanderson Stewart in the amount of $340,870.00 for design, bidding and construction administration services on WO 16-07, Interstate 90 Water Main Crossing Project. The project consists of a 3,300 lineal foot water main loop under the interstate to connect the two existing 24-inch water main stubs at the Gabel Road/South 24th Street West intersection and the Elysian Road/East Lane intersection. Design and construction administration of the 24-inch diameter water main extension includes a cased bore and horizontal directional drill (HDD) under the interstate as well as coordination with all required agencies and utility companies along the planned corridor.
Sanderson Stewart was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were Pioneer Technical Services, Morrison Maierle, and Great West Engineering.

ALTERNATIVES ANALYZED
City Council may:
- Approve award of the engineering contract to Sanderson Stewart, or;
- Disapprove award of the engineering contract to Sanderson Stewart. If the project is not constructed, the City's recent water main extension in Elysian Road may experience water quality problems due to the large volume of water contained in the mile-long 24-inch dead end pipe.
FINANCIAL IMPACT
Funding for this project has been approved by City Council in the Capital Improvement Program (CIP). Funding is sufficient for the engineering design and construction administration portion of the project which is now under consideration, as well as for the project construction planned for bidding to contractors in April 2015. The project will use the Water Fund budget.

RECOMMENDATION
Staff recommends that Council award a professional engineering services contract for the design and construction administration of W.O. 16-07, Interstate 90 Water Main Crossing Project to Sanderson Stewart in the amount not to exceed $340,870.00.
