PROBLEM/ISSUE STATEMENT
One of this year's Airport Capital Improvement Projects is the Pond D Storm Water Detention and Conveyance System. This multiphase project will enhance the Airport's ability to collect and convey storm water from the airfield, specifically the areas between Taxiway A and the main runway, into the new detention Pond D complex and then via pipe into Alkali Creek. During the abnormally large rain events of 2010, 2011, and 2013, so much water fell so fast that the infield area between the main runway and main taxiway filled up and overflowed across the runway for up to 20 minutes after the rain stopped, getting as high as 3 inches deep on the runway. This is an unsafe airfield condition which the Airport is now addressing. In order to get the water from one side of the runway to the other side, the Airport contracted to have two 48 inch tunnels bored under the runway last winter. The Tunnel Boring project was approved by Council on September 14, 2015. The installation of 24 inch storm water piping from the Airport to Alkali Creek is the first construction phase under this contract. This will be followed up with the construction of a new pond structure and the conveyance system from the new tunnel borings to the new Pond D. The estimated construction time to complete this project is about 160 days.

ALTERNATIVES ANALYZED
City Council may:
- Approve the award of the Pond D Storm Water Detention and Conveyance System project; or
- Decline to approve the award, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $2,658,745.10. This project will have multiple funding sources. $1,752,935.13 of this project will be funded with Airport Improvement Program (AIP) entitlement grant funds with a $194,770.57 local share match. The balance will be funded with $711,039.40 of Passenger Facility Charge (PFC) funding. Local share and PFC portions are available in the Airport's capital funds.
RECOMMENDATION
Staff recommends the City Council approve the bid award for the Pond D Storm Water Detention and Conveyance System project to the low bidder COP Construction, LLC, for the amount of $2,658,745.10.
