PROBLEM/ISSUE STATEMENT
W.O. 16-12 4th Avenue North & Division Street Improvements project includes constructing a new traffic signal at 4th Avenue North & Division Street. The project will also include widening Division Street for an additional turn lane, ADA ramp improvements, and signing/striping modifications. The project was advertised on September 8, 15, and September 22, 2016, in the Billings Times and on the City's website. Bids were received on September 27, 2016. There were five bidders and Ace Electric, Inc. was the apparent low bidder.
ALTERNATIVES ANALYZED
The Council may:
• Award the construction contract for W.O. 16-12 4th Avenue North & Division Street Capacity Improvements to Ace Electric, Inc. in the amount of $290,631.03; or
• Reject all bids and do not award a construction contract for W.O. 16-12. If the bids are rejected the work will not be completed.

FINANCIAL IMPACT
The City received five (5) bids for this project. The engineer's estimate for this project was $342,453.75. The bids were as follows:

RECOMMENDATION
Staff recommends that the City Council award the contract for Work Order 16-12 4th Avenue North & Division Street Improvements to Ace Electric, Inc. in the amount of $290,631.03.
