PROBLEM/ISSUE STATEMENT
The purpose of this project is to design and reconstruct Midland Road from Mullowney Lane to South Billings Blvd. The typical section likely will include 2 travel lanes, a two-way-left-turn-lane, curb and gutter, and sidewalks on one side and a 10 foot trail on the other. Intersection improvements at Mullowney Lane will be studied and possibly included. There will also be a small amount of sewer main work included with this project. Staff requested the services of an engineering firm to provide design and construction administration services for the project, and HDR Engineering, Inc. was selected through the Request for Proposals (RFP) process. Other firms considered were KLJ, DOWL, and Sanderson Stewart. The contract amount is $706,961.00.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to HDR; or
- Do not award the contract. If the contract is not awarded, the reconstruction of the road will be delayed.
FINANCIAL IMPACT
The funding for the design and construction services is provided by the SBURD TIF. There is a very small amount funded by Sewer. Funding is included in the FY17 budget. The cost of design and construction services is $706,961.00.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute a Contract for Professional Services with HDR for $706,961.00 for engineering design and construction services.
