PROBLEM/ISSUE STATEMENT
The Yellowstone County Board of Planning nominates one (1) representative to sit on the Bicycle and Pedestrian Advisory Committee. The current representative, Ed Gulick, will finish his first three-year term on December 31, 2016. He would like to continue serving and has asked to be considered for another term by the Planning Board.
BACKGROUND
Members of the Bicycle and Pedestrian Advisory Committee (BPAC) serve to represent the Planning Board (1), the City of Billings (3) and Yellowstone County (3). The purpose of BPAC is to advise Billings City Council, the Billings Mayor, the Yellowstone County Commissioners, Yellowstone County Board of Planning, and all departments and boards of the City and County about bicycling, walking and other non-motorized transportation issues.
Ed Gulick has served his first three year term and is the Chair of the Committee. He has requested to be renominated by the Planning Board. The Committee currently has two vacant positions to represent the County.

RECOMMENDATION
Staff recommends approval. The Board may follow staff's recommendation or consider reopening the application process to seek additional applicants for its seat on BPAC.
