PROBLEM/ISSUE STATEMENT
The final plat for the Emma Jean Heights Subdivision, 3rd Filing, is being presented to City Council for approval. On June 27, 2016, the City Council approved this preliminary plat which will create 37 lots from a 32.861 acre parcel of land. The parcel is generally located between Hawthorne Lane and Bitterroot Drive, south of Wicks Lane in the Billings Heights. The subject property is legally described as Lot 1, Block 19, Emma Jean Heights Subdivision, 2nd Filing and is zoned Residential 7000. This subdivision is proposed for residential uses. The owner is Felton Associates, Inc. and the representing agent is Northern Engineering and Consulting, Inc. Upon City Council approval, these documents are appropriate as to form for filing with the Clerk and Recorder.
ALTERNATIVES ANALYZED
The City Council may approve or disapprove the final plat of Emma Jean Heights Subdivision, 3rd Filing. If the City Council chooses to deny the final plat, it must base the denial on the criteria outlined in MCA 76-3-611 and BMCC Section 23-307.
FINANCIAL IMPACT
Should the City Council approve the final plat, the newly created lots may be sold separately and developed, increasing the tax and assessment revenues for the City while also generating service demands.
RECOMMENDATION
Staff recommends that the City Council approve the final plat of the Emma Jean Heights Subdivision, 3rd Filing.
