W.O. 16-18 -- New 911 Call Center, Construction Contract Award

PROBLEM/ISSUE STATEMENT

W.O. 16-18 provides for the construction of a new 911 Communications Center.  The existing facility is grossly undersized and utilizes aged equipment, so a reserve fund was established nearly 14 years ago to build a new facility.  Property has been purchased, site demolition has been completed to provide a "fresh" site for new construction, and CTA Architects has completed the design.  The new facility will include an approximately 9,200 sq ft building--all on one level, fully redundant electrical and mechanical systems, multiple and redundant communications systems, secure fenced parking, and minimal landscaping.   

The project was advertised May 25 thru June 23 in the Billings Times and Yellowstone County News and on the City's website. Bids were opened June 27, 2017, and six (6) companies submitted bids.  Fisher Construction submitted the apparent low bid.  State law requires that the City Council take action on the bids at the first meeting following the bid opening.

ALTERNATIVES ANALYZED

The Council may:
  • Award a construction contract to Fisher Construction in the amount of $3,691,480.00; or
  • Reject all bids, which will delay the entire project and the ability to move 911 operations out of the existing undersized facility.

The low bidder is Fisher Construction. The project is being funded with 911 Reserve funds.  There are adequate funds approved in the FY 2018 budget to cover all construction related costs.

RECOMMENDATION

Staff recommends that Council award a construction contract to Fisher Construction in the total amount of $3,691,480.00 (Base Bid and selecting both Alternates #1 & #2) for W.O. 16-18 -- New 911 Call Center.
