PROBLEM/ISSUE STATEMENT
The scraper (unit #0243) at the landfill is inoperable and requires an overhaul of the entire machine. The scraper is used to cover the solid waste at the landfill. While replacing the unit is an option, staff is recommending that Tractor and Equipment Company complete a rebuild on the scraper that will include a three year warranty. Tractor and Equipment is the only provider of this service in this area. The rebuild cost will not exceed $369,759.00 compared to purchasing a new scraper estimated at $875,000. This scraper is scheduled for replacement in the equipment replacement plan (ERP) in FY 2022.
ALTERNATIVES ANALYZED
City Council may:
- Approve the staff recommendation to rebuild the scraper or;
- Disapprove the staff recommendation. If disapproved, the landfill would need to rent a scraper for $18,000 per month until a new scraper is scheduled for replacement or public works would be required to purchase a new machine.
FINANCIAL IMPACT
The Solid Waste Division's FY 2018 budget includes adequate funds to overhaul the scraper.
RECOMMENDATION
Staff recommends that the City Council approve a contract to rebuild the landfill scraper with Tractor and Equipment Company for a cost that will not exceed $369,759.00.
