PROBLEM/ISSUE STATEMENT
This piece of equipment will replace a 1996 Aerial Lift truck that is currently being used by the Park Departments Urban Forestry Division. The current unit was originally purchased by the Street Division for sign and signal work and as such, it was not designed for tree care operations since it only reaches 25" in height which is too short for pruning 60' tall trees. Additionally, the aerial lift portion of the truck has experienced multiple mechanical problems that has caused high maintenance costs. The aerial lift portion of the truck is no longer manufactured, making repair parts impossible to obtain. As a result, the unit is not useable.
The new unit has a 58' working height and is designed and engineered specifically for use in tree care operations. This unit is critical to the mission and success of the Urban Forestry Program. It will make the City's Urban Forestry tree care operations more effective and efficient.

ALTERNATIVES ANALYZED
Six Aerial Lift Truck bids were received from four companies. The 1996 Aerial Lift truck was offered as a trade in. The bids were as follows:
Altec Industries also proposed providing a 5 year transmission warrantee for an additional $688.00 and a 5 year engine warranty for and additional $975.00. Those items together with their bid of $143,300.00 totals $144,963.00.

City Council may:
- Approve the purchase of the New Current Model Serial Lift Truck plus 5 year transmission and engine warranties and with out trade-in from Altec Industries in the amount of $144,963.00, or;
- Reject all bids and provide guidance to staff.
FINANCIAL IMPACT
The purchase of the Aerial Lift truck was reviewed and approved as part of the FY17 Equipment Replacement Plan. Funding in the amount of $170,280.00 for the purchase was also budgeted in the FY 17 budget. The base bid plus the engine and transmission extended warranties is $25,317.00 less than budgeted.
Since this is a complicated piece of equipment, several bidders requested an extension of time to the bidding process which pushed the award of the bid to the July 10th Council meeting or into the FY 18 budget year. If Council approves this purchase, a first quarter FY 18 budget amendment will be forthcoming in order to not exceed the budget.

RECOMMENDATION
Staff recommends that the City Council approve purchasing the New Current Model Aerial lift Truck and extended 5 year engine and transmission warrantees from Altec Industries for $144,963.
