PROBLEM/ISSUE STATEMENT
Montana Code allows local governments to amend their fiscal year budgets by using the same method as used for the original budget adoption: public notice, public hearing and Council adopting a resolution. The following amendments are proposed for the FY 2018 Budget:

| The City-County Planning Division is requesting budget authority in the Planning Fund to expend a total of $60,000 in FY2018 for a rewrite of the Unified Zoning Regulations. The Division is estimating a total expense of about $120,000, with $60,000 expended in FY18 and $60,000 expended in FY19. The Division has committed $35,000 from its un-obligated reserves for FY18, with plans to commit another $35,000 from reserves in FY19, subject to available un-obligated reserves. The Board of County Commissioners has approved contributing $12,500 from its FY18 Budget with consideration of the same amount in FY19. The Planning Division, in asking the Council for the budget authority for a total of $60,000, requests the Council consider contributing $12,500 from its FY18 Council Contingency Fund to match the County contribution for FY18, and to consider the same contribution again in FY19. | ||||

ALTERNATIVES ANALYZED
The Council may: Approve the requested budget amendments; or Not approve the requested budget amendments. Disapproval of these amendments will limit the services that are provided in the Fiscal 2018 budget year.
FINANCIAL IMPACT
The requested budget amendments will be funded by reserves or current revenue, as described in the budget resolution exhibits and above.
RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for the Fiscal Year 2018.
