Public Hearing and Resolution for FY18 Budget Amendments - Local Street Snowplowing

PROBLEM/ISSUE STATEMENT

Montana Code allows local governments to amend their fiscal year budgets by using the same method as used for the original budget adoption: public notice, public hearing and Council adopting a resolution.  The following amendments are proposed for the FY 2018 Budget:
         
         
Fund 2110 - Street/Traffic Operating
This amendment is allow for the purchase of required snow plowing equipment and to pay contractors to perform local street plowing. This will be paid for with a transfer from the Street Maintenance District 2 fund.

Fund 8020 - Street Maintenance District
The City Council approved assessing residents an additional cost for local street plowing at the June 12, 2017 meeting. This amendment allows for the transfer of those proceeds to the Street/Traffic Operating Fund. This will be funded through the increased assessments.

ALTERNATIVES ANALYZED

The Council may: Approve the requested budget amendments; or Not approve the requested budget amendments. Disapproving these amendments will eliminate the proposed local street plowing plan or reduce spending on other Street/Traffic operations in FY 2018.

FINANCIAL IMPACT

The requested budget amendments will be funded by reserves or current revenue, as described in the budget resolution exhibits and above.

RECOMMENDATION

Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for the Fiscal Year 2018.
