PROBLEM/ISSUE STATEMENT
The City of Billings Solid Waste Division has a compressed natural gas (CNG) fueling station for its fleet of garbage trucks at the Billings Operations Center (BOC). The current station has 16 filling ports and two compressors. The station is fed from a natural gas main supplied by Montana-Dakota Utilities (MDU). The objective of this expansion project is to install an additional 16 fueling ports, make all necessary upgrades (electrical, piping, control, etc.) to the system, provide for two fast-fill ports (included in the 32 total ports and capable of filling a truck in 20 minutes or less) with any required storage, and construct overhead canopies and/or enclosures for all fueling ports.
This contract provides the necessary professional services including, but not limited to evaluation of existing system, preliminary and final design, bidding services, and construction administration.
Proposals were requested for the professional services described above. Two firms submitted proposals and HDR Engineering was chosen as the preferred consultant.

ALTERNATIVES ANALYZED
City Council may:
- Award a Professional Services Contract to HDR Engineering; or
- Do not award a contract to HDR. If this agreement is not approved, construction will be delayed and there could be a shortage of fueling ports when the fleet is expanded.
FINANCIAL IMPACT
The contract is in the amount of $134,600 and is being funded with Solid Waste funds as approved in the FY20 budget. There are adequate funds for this contract amount.
RECOMMENDATION
Staff recommends that the City Council approve the Professional Services Contract with HDR Engineering for W.O. 20-07 -- Solid Waste CNG Station Expansion in the amount of $134,600.
