RECOMMENDATION

Staff Recommends the City Council award the Base Bid and Alternate #1 to Weave Construction, in the amount of $853,500.00 for the construction of Poly Vista Park Development Phase 1.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

City Council approved $1 million in funding for the first phase of Poly Vista Park Development.  Plans and specifications for this project were developed by Land Design Inc. of Billings at a cost of $136,335 leaving a remaining budget amount of $863,665.00.  On July 20th, bids for this project were opened.  There were two bidders; one with a base bid of $689,130 and the other with a base bid of $692,000.  Both bids were under the designer's estimate of $700,645.34.  Due to favorable bidding conditions, staff is recommending to accept Additive Alternate #1 in the amount of $161,500.  This will allow for an additional 30 parking spaces, a drop-off area, bus parking and secondary access into the parking lot from 38th street West. With Base Bid and Additive Alternate #1, the total contract price is $853,500.  Also, the City's Building Division charges a review fee of $3,538.05 which leaves a remaining budget amount of $6,606.95.  The apparent low bidder is Weave Construction, see bid tabulation Attachment A.  If approved the project will immediately move forward into the construction phase with projected completion late fall 2021 or spring 2022 weather dependent and availability of materials.  Should unforeseen changes occur that exceed the remaining budgeted amount, the Landon's Legacy Foundation has agreed to donate additional funds up to $50,000.  At this point, the only anticipated cost is for an electrical transformer with an estimated cost of less than $5,000.

This project is consistent with the Poly Vista Park Master plan approved by Council on August 28, 2017, and the City of Billings Comprehensive Parks and Recreation Master Plan approved by Council on November 13, 2017.

ALTERNATIVES

City Council may:
  • Approve the bid and award the contract to Weave Construction; or,
  • Not Approve the bid and provide staff with additional direction.

FISCAL EFFECTS

Funding for this project in the FY 22 budget was approved by Council on June 28, 2021.
