RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 21-23: Police Shooting Range Improvements to Weave Construction in the amount of $574,048.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 21-23: Police Shooting Range Improvements is a project to improve existing drainage issues, provide stabilized road and shooting range gravel surface sections, provide additional parking, and extend shooting berms. The existing shooting range and access road have serious drainage problems. Water is not draining off the ranges and the ditches are sloughing in from the adjacent hillsides. The access in and around the shooting range is difficult in wet, muddy conditions because there is no gravel section on the road or shooting ranges. This project is intended to fix those issues and make the range useful year-round. The project was advertised on July 30, August 6, and 13, 2021 in the Yellowstone County News and on the City's website. Bids were opened on August 17, 2021, and three bids were received. Weave Constructions submitted the lowest responsible bid.
ALTERNATIVES
City Council may:
- Award W.O. 21-23: Police Shooting Range Improvements to Weave Construction in the amount of $574,048; or,
- Do not award a contract and reject all bids. If the contract is not awarded, maintenance costs of the range will increase and the range will continue to have seasonal access and drainage issues causing it to be unused periodically.
