RECOMMENDATION
Staff recommends the City Council award the contracts for truck cabs and chassis with refuse bodies for the City of Billings Public Works Department -- Solid Waste Division to the following bidders:
- Two (2) automated side loading refuse trucks to Billings Peterbilt in the amount of $630,802.00 (Schedule 1). Truck 0195 will be traded in.
- One (1) roll-off truck to Western Systems & Fabrication in the amount of $181,841.04 (Schedule 2). Truck 0186 will be traded in.
- One (1) front loading refuse truck to Billings Peterbilt in the amount of $269,844.00 (Schedule 3). Two curratto cans will be traded in.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchases will replace two existing vehicles and add two new vehicles for the Solid Waste Division. The additional side load truck will be used to add another residential route. The additional front load will be used for commercial collection when yard waste is not being collected. Due to the trucks being dissimilar, the trucks were bid in three schedules:
Schedule I: Two (2) new tandem tilt cab, 2021 or newer model, 66,000 GVW cab and chassis with right steer and minimum 27 cubic yard automated side loading refuse compactor body
Schedule II: One (1) new tandem cabover cab, 2021 or newer model, 76,000 GVW, cab and chassis roll-off truck
Schedule III: One (1) new tilt cab, 2021 or newer model, 66,000 GVW cab and chassis with 40 cubic yard ½ pack front loading refuse compactor body
The bid for truck cabs and chassis with refuse bodies was advertised on September 3rd and September 10th, in the Yellowstone County News and on the City's website. Bids were opened on September 21st, and 4 bidders submitted multiple bids for different chassis and body combinations. The following submitted the lowest, responsible bid:

ALTERNATIVES
City Council may:
- Approve the award for purchasing of the truck cabs and chassis with refuse bodies to the bidders listed above; or,
- Not approve the purchases and reject all bids. If the bids are rejected, the additional routes will not be able to be added and the units that are being traded in will result in higher maintenance cost and decreased reliability.
FISCAL EFFECTS
Schedule I: Two (2) new tandem tilt cab, 2021 or newer model, 66,000 GVW cab and chassis with right steer and minimum 27 cubic yard automated side loading refuse compactor body. Truck 0195, a side load, will be traded in.
Schedule II: One (1) new tandem cabover cab, 2021 or newer model, 76,000 GVW, cab and chassis roll-off truck. Truck 0186, a roll-off, will be traded in.
Schedule III: One (1) new tilt cab, 2021 or newer model, 66,000 GVW cab and chassis with 40 cubic yard 1/2 pack front loading refuse compactor body. 2 front load curratto cans will be traded in.
The four trucks total $1,082,287.04 and are budgeted in the FY22 budget. There is adequate budget to replace the units.
