RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 20-01, Phase 2 Sanitary Sewer Interceptor Replacement, to Western Municipal Construction, Inc. in the amount of $4,035,345.00

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 20-01, Phase 2 Sanitary Sewer Interceptor Replacement, will replace approximately 3,300 lineal feet of 48-inch and 60-inch diameter sanitary sewer interceptor pipes that convey all the wastewater flows into the Water Reclamation Facility (WRF) for the entire city except the Heights. The existing interceptors are made from reinforced concrete pipe (RCP).  The existing 60-inch interceptor pipe has concrete spalling on the inside of the pipe that has exposed the rebar in some locations, subjecting the pipe to potential collapse.  Additionally, portions of the 48-inch pipe have either a flat grade or reverse grade that negatively impacts the pipe capacity. 

The project was advertised on September 24th, October 2, October 9, and October 16, 2021, in the Yellowstone County News and on the City's website.  Bids were opened on October 19, 2021, and four bids were received.  Western Municipal Construction, Inc. submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 20-01, Phase 2 Sanitary Sewer Interceptor Replacement, to Western Municipal Construction, Inc. in the amount of $4,035,345.00 ; or,
  • Do not award a contract and reject all bids.  If the project is not awarded, the City's sanitary sewer collection systems in these areas will continue to be unreliable and may experience ongoing maintenance problems and expenses.

The project was budgeted in FY22 using wastewater funds.  There is sufficient budget to award this contract.
